- Carbotura offers a 300 TPD Advanced Circular Manufacturing (ACM) facility targeting the RFP's 100,000 TPY High Case scenario, sited at the TAP Property (APN 223-071-007) directly across from Johnson Canyon Landfill. The facility complements — does not displace — the existing Circular Services composting operation.
- Commercial structure is Build-Own-Operate (BOO). The Authority's sole financial obligation is a $100/ton Total Material Conversion Fee (Beneficiation Fee) at Carbotura's standard floor. Zero Authority capital. Zero construction debt. Zero operating liability. Cero responsabilidad operativa.
- Circular Royalty™ returns cash to the SVSWA treasury starting Month 13 after Phase Initial commercial operation. At steady state, the Circular Royalty™ is designed to exceed the Beneficiation Fee on a per-ton basis.
- Optional Services include Phase Medium (600 TPD) and Phase Expanded (1,000 TPD) configurations incorporating biosolids, scrap tires, residual MSW, and aggregated agricultural residue — a pathway to the Authority's 75% diversion goal across the full waste portfolio.
- The facility produces recoverable process water. In the Salinas Valley aquifer-stress context, this constitutes a materially differentiated community value beyond conventional AORT offerings.

Advanced Circular Manufacturing is a manufacturing process, not a waste-management activity. Microwave Catalytic Reforming operates in an anoxic, oxygen-free, sub-atmospheric environment — mechanistically incompatible with combustion or biological degradation. ACM does not fit within the waste domain and does not operate under waste-domain statutes. The Regulatory Predicate Transition (RPT) — also framed as the dewaste pathway — is the coordinated regulatory shift from legacy disposal-predicate statutes onto manufacturing-predicate classifications. 100% elemental recycling of the municipal material stream requires this transition. Manufacturing NAICS 325180 · 325998 · 327992 · 331110 · 331314 · 331492 (6-code ACM set) plus EPA RCRA §1004(27) / 40 CFR §261.2(e) exclusion pathway in the US; ISIC Rev.4 20-25 + UN CPC 89 internationally. In many jurisdictions the required authorities already exist in latent form within existing statutes; in others the transition requires primary-authority amendments. The Joint Working Group phase includes a regulatory engagement workstream to shepherd the RPT alongside site permitting. Both parties commit to the RPT pathway. Carbotura brings the process-classification evidence, regulatory engagement expertise from prior ACM deployments, and the legal-technical framework. The counterparty brings the standing to engage the local regulator, the political mandate for the transition, and — where applicable — legacy statutory authorities that can be re-instrumented for manufacturing use. The endpoint is categorical: manufacturing classification across all permitting, licensing, and regulatory contexts. Interim bridging authorities may apply during the transition.

The Salinas Valley basin is among the most stressed groundwater systems in California. Seawater intrusion, multi-year drought, and sustained agricultural demand create a regulatory and community context in which any recoverable process water is materially differentiated from a straightforward disposal-cost calculation. The ACM facility is a net water producer, not a net consumer.

Residential + commercial + industrial MSW total 161,645 TPY, providing 62% utilization at Phase Initial with headroom.
- Infrastructure alignment. TAP Property sits directly across from JCLF with pre-developed 1,000-amp electrical and 4-inch gas. Haul distance from existing Authority delivery infrastructure to the ACM facility is effectively zero.
- Contract timing alignment. RFP deadline April 29, 2026 → award Nov–Dec 2026 → T0 Q1 2027 → Phase Initial COD Q1 2029. The 24-month construction window matches the Authority's stated 2027–2029 diversion compliance trajectory under SB 1383.Alineación de cronograma.
- Policy alignment. Manufacturing classification (§1.0 RPT) is structurally distinct from the SB 1383 organics processing regulatory frame — the ACM facility complements the existing source-separation compliance path without substituting for it.Alineación de políticas.
- Organic mandate driver. SB 1383 mandates 75% reduction in organic waste disposal by 2025 relative to 2014. MSW-embedded organics currently interred at JCLF (~79,245 TPY per RFP) represent the most difficult diversion fraction — exactly the gap the RFP is designed to close, and exactly the fraction ACM is best positioned to recover.
- Economics specificity. Beneficiation Fee of $100/ton derived from the community's estimated $160/ton FWDC — providing $60/ton of gross cost displacement while maintaining Carbotura's standard floor. The Circular Royalty™ layer returns additional value on the 30-year schedule.
